HEAP - Home Energy Assistance Program

The Home Energy Assistance Program (HEAP) assists lower-income individuals and families with heating costs. HEAP grants vary depending on household income, family size, type of heat, presence of children under 6, adults aged 60 or over and disabled individuals. Both renters and home owners can be eligible for assistance. 

During the HEAP season, which begins Nov. 14, 2016 you can apply for HEAP online at OR at Catholic Charities Samaritan Center, 380 S. Main St., Elmira, NY 14904.  Applications should include proof of income, residency, identity and Social Security number for each household member, and a copy of the current utility bill.  Applications may be e-filed, mailed, or faxed to Catholic Charities.

NOTE:  An in person or phone interview is only required for new applicants.

Anyone that is not active on Temporary Assistance or the Supplemental Nutrition Assistance Program (SNAP) should contact Catholic Charities Samaritan Center at 380 S. Main St., Elmira, NY 14904 or by calling 607-734-4898. This includes individuals who previously applied through the Department of Social Services or Office for the Aging.
