Santulli Appoints New Nursing Facility Administrator

ELMIRA – Chemung County Executive Tom Santulli announces the retirement of Robert E. Page, Chemung County Health Center Director, who will be retiring as Nursing Facility Administrator effective December 30, 2016 after 33 years with the County. He will remain the Public Health Director on a part-time basis through 2017. With the upcoming retirement, Santulli has appointed Michael C. Youmans as Nursing Facility Administrator for the Chemung County Nursing Facility effective August 29, 2016.
“Bob has been an enormous asset to the County serving as both the Nursing Facility Administrator and Public Health Director,” said Santulli. “We are grateful for all he has done for the County and our healthcare system. His knowledge, leadership, and management skills have led us through many critical projects in the Nursing Facility and Health Department. As the head of the County’s Emergency Preparedness Committee, Bob has successfully addressed many public health threats and emergencies with calm and confidence. We look forward to Michael joining the County and are confident he will continue the tradition of excellence we have established at the Nursing Facility,” added Santulli.
During his tenure with the County, Page led the post 9/11 emergency planning efforts, the coordination of the county’s response to the worldwide pandemic flu, and the reorganization of the rehabilitation therapy services at the nursing facility alleviating the necessity to sell the County facility. Most notably Bob was instrumental in the combining of the management of the health department and the nursing facility creating management teams that work together resulting in the consolidation of services and cost savings at the Health Center.
“The highlight of my professional career has been leading the Chemung County Health Center. The Nursing Facility and Health Department provide truly outstanding services to Chemung County, and it has been an honor to work with such dedicated and compassionate people. I will miss them all,” said Page.
Youman joins the Chemung County Nursing Facility with fourteen years experience in long-term care. He previously spent twelve years in various roles at the Corning Center for Care (formerly known as Founders Pavilion) before moving to Rochester, New York to complete an administrator training program with the University of Rochester. Upon completion of his training, Youmans has worked for Hurlbut Care Communities in the greater Rochester area as an administrator at both Avon Nursing Home and Penfield Place Nursing Home. He earned an Associate's Degree from Corning Community College, a Bachelor of Science in Psychology with a concentration in Human Resource Management from Mansfield University, and a certificate in Nursing Home Administration from New York University.
"I am truly honored and privileged to be returning home and continuing the tradition of excellence that has become the standard at Chemung County Nursing Facility," said Youmans.
Mr. Youmans appointment was confirmed by the Chemung County Legislature on August 8, 2016 at an annual salary of $105,000.
