C TRAN welcomes new General Manager and Mobility Manager

Elmira— Chemung County and First Transit are pleased to announce Karen McKinley as the new General Manager of C TRAN. McKinley is a veteran First Group employee with over ten years of experience with First Transit and six years with First Student. She has recently returned to New York from Maryland where she was the General Manager at Charles County VanGo.  While at Charles County VanGo, she increased efficiency and reliability of the system, bringing the system a significant increase in ridership in the first year of her tenure. McKinley enjoys integrating community development and social awareness by sponsoring events like “Bring a Can” day and “Leave Your Vehicle at Home” to encourage commuters to utilize public transportation. 

At C TRAN, Karen will be responsible for day to day operations, including service planning and development, operations, marketing, labor relations, and maintenance of C TRAN’s fleet of 32 vehicles. Also, she will oversee a $5 million annual budget and ensure that C TRAN adheres to Federal Transit Administration regulations. C TRAN has a staff of about sixty drivers, bus aides, mechanics, and administration. In 2015, C TRAN carried almost 600,000 rides. Karen states, “I look forward to building on the efforts to increase and promote the connectivity between public transit systems in the region. This will not only improve the mobility options for those making connections throughout the region, but will improve ridership for C TRAN as well.”

C TRAN’s new General Manager expects to coordinate closely with the new Chemung County Mobility Manager Amanda Boyer. Boyer started working as the Chemung County Mobility Manager in January 2016 after working as a case manager for public housing in Sayre, Pennsylvania.  Prior to moving to the area, she was the Montour County Transit Director in Danville, Pennsylvania for seven years where she increased ridership and served on Metropolitan Planning Organization sub-committees looking at all aspects of transportation for community members.  The new mobility manager will focus on transportation service coordination with public transit, agencies that serve seniors and persons with disabilities, and employers interested in ridesharing. Amanda looks forward to doing outreach to area agencies and working with individuals to promote transportation initiatives in Chemung County.
