BIG FLATS - AIM Independent Living Center will conduct an outreach presentation on Autism Awareness Wednesday, November 7, 2012 from 9:30 - 11:00 a.m. at the Elmira Corning Regional Airport Conference Room.

Big Flats- The Elmira Corning Regional Airport (ELM) is open today with limited flights operating.   USAirways has cancelled all flights until noon on Wednesday.  Currently, Delta Airlines is operating their normal schedule of flights out of ELM.

Passengers are encouraged to contact their airlines with any flight concerns or to verify their flights are on schedule: USAirways 1-800-428-4322 and Delta 1-800-325-1999.

Big Flats - The Elmira Corning Regional Airport announces that Delta Airlines has cancelled some flights for later this afternoon and evening.  All passengers should contact Delta customer service at 1-880-325-1999 to check on the status of their flight.

All USAirways flights to and from ELM have been cancelled until noon on Wednesday.

Big Flats- Chemung County Executive Tom Santulli and Elmira Corning Regional Airport Director of Aviation Ann Crook announce two construction projects which are currently underway at the airport.

ALBANY, NY (09/27/2012)- Ann B. Crook, AAE, Director of Aviation at the Elmira Corning Regional Airport, was elected president of The New York Aviation Management Association on Thursday, September 20, during NYAMA's annual Business Meeting-an integral part of its Fall Conference and Exhibit Show that took place in Niagara Falls last week. Ms. Crook has previously served as NYAMA's Vice President, and brings 22 years of aviation management experience to the Association.

Big Flats- Chemung County Executive Tom Santulli and Elmira Corning Regional Airport Manager Ann Crook were joined by state and local officials and dignitaries today for the official ribbon cutting of Elmira Corning Regional Airport’s (ELM) runway extension project.

Big Flats - The Chemung County Youth Bureau will be offering the Summer Cohesion Program this summer beginning July 1st and ending August 8th.

2013 marks Summer Cohesion’s 39th year providing safe, well-supervised, recreational, educational and cultural enrichment activities to Chemung County youth ages 4-12 years old.

On-line and In-Person sign-ups begin June 3rd. Parents are encouraged to visit summercohesion.com for all program and sign-up information.

ELMIRA – Chemung County Executive Tom Santulli and the Elmira-Chemung Transportation Council (ECTC) support the New York Partnership for Teen Driving Safety (NYPTDS) and their statewide efforts to increase awareness and use of the New York State Governor’s Traffic Safety Committee’s (GTSC) web based “Younger Driver Traffic Safety Toolkit.” The Toolkit is a one stop shop for resources and educational materials on teen driving safety.

ELMIRA- The Chemung County Buildings and Grounds Department announces that seasonal lifeguards are needed at Park Station Recreation Center and at the Harris Hill Pool.  Lifeguards must have their certifications (including waterfront for Park Station) prior to the date of employment.  Park Station Waterfront is open from Memorial Day thru Labor Day.  Harris Hill Pool is open June 15th thru Labor Day.

ERIN- The Chemung County Buildings and Grounds Department announces that Park Station’s Waterfront, Snack Bar, and Control Booth will be officially open weekends only starting Saturday, May 25th (including Monday, May 27th ).   The Control Booth will be open from 10:00am – 5:00pm. The Waterfront and Snack Bar will be open from 12:00pm. – 6:00pm.

ELMIRA - The Chemung County Child Fatality Review Team (CFRT) is responsible for examining the fatality of any child less than 18 years old who is the subject of a report to the Statewide Central Register of Child Abuse and Maltreatment; who has an open child protective, foster care, or preventive services case with the Department of Social Services; or whose death is unexpected or unexplained.

ELMIRA – Chemung County has provided residents with a prescription drug discount card program since November 2009. The Chemung County Legislature endorsed the ProAct administered program in an effort to provide financial relief at the pharmacy counter for residents who are uninsured and underinsured. Since the program was implemented, residents who have utilized the discount card have collectively saved more than $900,000 while filling more than 24,000 prescriptions at an average savings of 54% on each medication filled.

Elmira- May is National Foster Care Month, a time to call attention to the needs of the 382,400 American children and youth in foster care and the foster parents, volunteers, mentors, child welfare professionals, and policymakers who play a vital role in keeping foster care temporary. Both the Adoptive Assistance and Child Welfare Act of 1980 and the Adoption and Safe Families Act of 1997 emphasized the need for child welfare agencies and courts to work together to use foster care as a short term service in achieving the desired outcomes of child safety, permanency, and well-being and of family preservation. In Chemung County we have approximately 93 children living in foster care. 

Ashland - The Chemung County Department of Public Works (DPW), and its consultant Barton & LoGuidice, will be completing a detailed inspection of the Lowman Crossover bridge (CR08) on Monday, May 13.  The bridge will be closed to all traffic around 7am to accommodate the presence of an “Under Bridge Inspection Unit” (UBIU) truck, and should reopen to traffic by 5pm the same afternoon.

Horseheads – The 2013 Chemung County Senior Games begin Wednesday, May 8th with a 70 and over Softball Tournament including a team from Albany.  The tournament begins at 9:30am at the Town of Horseheads Sports Complex off Wygant Road.  The 55+ Softball Tournaments will be held Thursday of this week with eight teams competing from Elmira, Binghamton, Ithaca, and the Cortland areas.

ELMIRA- Chemung County District Attorney Weeden A. Wetmore announced today the County’s plan to recover over $600,000 in outstanding fines, court fees, and mandatory surcharges owed by County Court defendants.
Big Flats – The Chemung County Youth Bureau will once again be offering the Summer Cohesion Program for Chemung County youth ages 4-12 years of age.  Postcard flyers will be distributed in schools the week of May 13th directing parents to summercohesion.com for all program and signup information. 

ELMIRA - Congressman Tom Reed today announced the creation of a local Medicaid Task Force to advise ways to save tax dollars and root out waste, fraud and abuse within the Medicaid system. Reed asked Chemung County Executive Tom Santulli to serve as Chairman of the Task Force.

Big Flats- The Chemung County Department of Aging and Long Term Care honored three area seniors today with the Senior Citizen of the Year Award and the Mildred Parfitt Award at the annual Older American’s Month Celebration held at the Big Flats Community Center. Chemung County Executive Tom Santulli began the celebration with the reading of a proclamation designating May as Older Americans Month in Chemung County. 

The Chemung County Youth Bureau is presently accepting applications for Recreation Leader positions for the 2013 SPOT - Summer Program and the 2013 Summer Cohesion Program.

Elmira- The Chemung County Department of Aging and Long Term Care has been made aware of a phone scam which involves a man informing the senior that a friend has purchased a medical alert system for them, and it is free to them.  The caller then wants to set a time for someone to come to their house and install equipment.   This is a scam and you should hang up immediately.

Southport - The Chemung County Health Department is seeking your assistance in locating a dog that recently bit someone. 

The dog is a cream colored, medium sized bull-dog or similar. The dog was being walked on a leash on the walking path of Chapel Park in Southport on Thursday, April 25 at approximately 2:30 in the afternoon when the incident occurred.  The person who was walking the dog is described as a 40 to 50 year old, white man who might not have known that someone was bitten.

ELMIRA – Chemung County Executive Tom Santulli has joined the New York State Association of Counties (NYSAC) and counties across the state in proclaiming April as “Donate Life Month” in Chemung County.  Santulli and NYSAC hope to raise awareness and increase organ donor registration rates in Chemung County and across the State.

BIG FLATS – The Chemung County Department of Public Works Department announced today, the CR64 Widening Project is slated to begin on or about Monday, April 29th.  Work will begin with a construction survey, and will be followed by the start of work-zone setup around Wednesday, May 1.  Depending on weather and other factors, project completion is anticipated on or around October 29, 2013; the contractor has indicated a desire to be complete even sooner.

Chemung County Executive Tom Santulli and Youth Bureau Director Bob Harris presented the awards at the Annual Awards Reception which was held on today, Tuesday, April 23 at the Big Flats Community Center. 

Big Flats - The Chemung County Health Department is seeking your assistance in locating a cat that recently bit someone.  The animal is an extra-large (15-20 pounds), gray cat with stripes. It was last seen in the Quail Hollow neighborhood of Big Flats on Monday, April 15, 2013.

ELMIRA – The Chemung County Health Department reports that a local tobacco vendor sold tobacco to a minor during a routine compliance check.  New York State law prohibits the sale of tobacco to anyone less than 18 years old.  It further requires tobacco vendors to require photographic proof of age for any individual attempting to purchase tobacco that appears to be less than 25 years old.  Listed below is a summary of the most recent violation:

ELMIRA – Chemung County Executive Tom Santulli joins Governor Cuomo in asking Congress to reject two proposals included in the federal budget which would have severe consequences for the taxpayers of New York.  In commending the Governor for highlighting this important issue, Santulli issued the following statement.

ELMIRA - The Eighth Annual Walk a Mile in My Shoes suicide prevention walk and fundraiser will take place this year on Saturday, May 4th at Eldridge Park beginning at 11:00 AM.  On-the spot registration opens at 9 am and this year the Walk will feature a performance by the Ithaca-based youth music group “Vitamin L” at 10:30 am.

ELMIRA - The Chemung County Department of Public Works regrets to announce that the CR1 (Jerusalem Hill Road) Bridge over Goldsmith Creek will be posted for 19 tons.  During a recent NYSDOT inspection, a “Red Flag” was issued for deterioration in the supporting concrete and steel arches, requiring that vehicles weighing more than 19 tons be prohibited until the bridge super-structure can be replaced in the future.
CHEMUNG  COUNTY– Throughout the month of April, THE CHEMUNG  COUNTY DEPARTMENT OF SOCIAL SERVICES  (DSS) AND MULTIDISCIPLINARY TEAM (MDT) / CHILD ADVOCACY CENTER  (CAC) are joining National Children’s Alliance and its thousands of members and supporters across the country to bring much needed attention to the issues of child abuse intervention and prevention. Chemung County Executive Tom Santulli has proclaimed April as Child Abuse Prevention Month in Chemung County and is calling on our community to speak up for these victims and act on their behalf to prevent further tragedy.
ELMIRA - The Elmira Chemung Transportation Council (ECTC) presents for public comment its draft five-year (2013-2018) Transportation Improvement Program (TIP) of projects.  The draft TIP is the five-year Program of potential new transportation (highway, transit, aviation, bicycle, pedestrian) projects in Chemung County considered for Federal transportation funding.

ELMIRA – The Chemung County Fire and Emergency Management Office (EMO) recently launched a Facebook page to keep residents informed of emergency information, weather bulletins, and county related events.  To date, 170 residents have already liked the page and are using it to get, as well as share, information.

ELMIRA – The Chemung County Health Department announces a new schedule for their STD/HIV Clinics.  Beginning today, Tuesday, March 26, 2013 clinic hours will be:

Tuesdays:  9:00 AM to 12 noon and 1:00 PM to 3:30 PM
Fridays:     9:00 AM to 11:30 AM.

The Clinic will no longer be open on Mondays.

Elmira- Chemung County Executive Tom Santulli and Office of Fire and Emergency Management Director Michael Smith would like to remind county residents of the annual statewide ban on all open burning which is in effect in New York during the high fire-risk period of March 16th through May 14th.

ELMIRA - The Chemung County Buildings and Grounds Department announces that camping reservations for Park Station will be taken starting Monday, April 1st from 7:00am – 3:30pm (closed between 12-12:30). 

ELMIRA – Twin Tiers residents looking to improve their health and perhaps drop a few pounds are turning to a program that’s proving what most of us already know about getting healthy, but have a hard time admitting: if we eat well and move more, good things will happen.

“Step It Up” is a walking program developed in partnership by the Chemung County Health Department, Arnot Health, other community partners. Participants register at the beginning of a six-week program, logging their blood pressure, blood glucose, weight, BMI, body fat and details of their current eating habits. They are mailed weekly nutritional newsletters and check in during the six-week period. Most of the work is self motivated with guidance from program advisors.

ELMIRA –     The Chemung County Department of Mental Hygiene is pleased to announce their collaborative partnership with Vitamin L and the Elmira Heights and Horseheads School Districts to perform three concerts of uplifting, positive songs for elementary students.  The group will perform at Cohen Elementary School on Friday April 12th and on April 29th and May 1st in Horseheads. 

ELMIRA – With the endorsement of the Chemung County Historical Society’s Board of Directors, Chemung County Executive Tom Santulli announces the appointment of Kelsey Jones as the Chemung County Historian. Jones is replacing J, Arthur “Archie” Kieffer who recently retired after serving for more than 20 years.  The Chemung County Legislature confirmed Jones’ appointment at their March 11th meeting following a tribute to Kieffer.

Elmira Heights- The Chemung County Fire Advisory Board will hold a graduation ceremony for 22 graduates of the Spring and Fall 2012 Classes of the Firefighter 1 training program today, Friday, March 1, 2013 at the Dr. Nathan Cohen School auditorium beginning at 6:00 pm. The training program was offered by the New York State Division of Homeland Security and Emergency Services through the Office of Fire Prevention and Control. The graduates of this program represent fifteen local volunteer fire companies and will now become probationary firefighters in those departments.
HORSEHEADS - The Chemung County Department of Public Works is pleased to announce its work program for the 2013 construction season. 

ELMIRA – The Chemung County Medical Reserve Corps (CCMRC) announces they have been awarded $11,000 in two grants from the National Association of County and City Health Officials (NACCHO); a $4,000 non-competitive award and $7,000 Competitive Capacity Building Award. The competitive award will be used to develop a plan for hospital surge for Arnot Ogden Medical Center and St. Joseph’s Hospital as well as the development of a regional VOAD - Volunteer Organizations Active in Disaster. The VOAD development is a regional project led by the Institute for Human Services and 2-1-1.

ELMIRA - The Chemung County Department of Aging and Long Term Care is seeking nominations for its “Senior Citizen of the Year Award” and the “Mildred Parfitt Award.”

ELMIRA – Chemung County Executive Tom Santulli announced today, the County has been awarded a $6 million grant from the New York State Division of Homeland Security and Emergency Services, Office of Interoperable and Emergency Communications.  The grant will be used to develop the infrastructure necessary to upgrade the county-wide fire radio system.

ELMIRA – Chemung County Executive Tom Santulli announces the appointment of P. Mark Klinger as the new Director of the Chemung County Department of Veteran’s Affairs. Klinger is replacing Robert Bly who retired December 31, 2012 after 12 years of service. 

Elmira— First Transit will celebrate Passenger Appreciation Night at First Arena in Elmira on Friday by offering riders free tickets to the Jackals game. Riders from C TRAN, CEATS (Corning Erwin Area Transit System), and Steuben County Transit System may obtain ticket vouchers from bus operators. The vouchers are good for tickets to the game against Reading that begins at 7:05 pm.

ELMIRA – Due to the potential for inclement weather on Saturday, all Chemung County/City of Elmira Regional Civil Service exams scheduled for Saturday, February 9, 2013 to be held in the Elmira Free Academy cafeteria at 8:30 a.m. are rescheduled for Saturday, February 16, 2013 in the Elmira Free Academy cafeteria at 8:30 a.m.
ELMIRA - The Elmira-Chemung Transportation Council (ECTC) is soliciting applications from public transportation providers and human service agencies in Chemung County for two transportation service funding opportunities. There is approximately $ 76,000 available for projects that assist low income people to get to work using public transportation, and approximately $ 45,000 for projects that assist persons with disabilities to get transportation that is not currently available to them.

ELMIRA - Chemung County Executive Thomas J. Santulli announced today that Chemung County police agencies will participate in a special enforcement effort to crackdown on impaired driving.

The statewide STOP-DWI Crackdown efforts start on February 1st and will end on February 4th. Super Bowl Weekend is historically a deadly period for impaired driving. New York State Police, County Sheriff and municipal law enforcement agencies across the state will be out in force to reduce the number of alcohol related injuries and deaths.

BIG FLATS- Each year, the Chemung County Youth Bureau, its Board and the community recognize the good works of individuals, agencies, schools, and faith based organizations in delivering quality youth services in Chemung County.  The Youth Bureau is currently accepting nominations for the Daniel J. Donahoe Award and the Program Excellence Award.

ELMIRA – The Harlem Wizards will be returning to the area this Friday, February 1st at 7pm at the Chemung County Family Fitness Center, 425 Pennsylvania Avenue, Elmira. The Wizards, who combine amazing basketball talent with hilarious comedy, will be challenging the Weiss Construction Wrecking Crew in a fundraiser to benefit the Fitness Center as well as the Southern Tier Smoke travel softball team who have qualified for the World Championship which will be held in Disneyworld this July.

ERIN- The Chemung County Buildings and Grounds Department announces that Ice Fishing and Ice Skating at Park Station will be open beginning Saturday, January 26th.  The hours of operation are Sunday – Saturday, 7:30am – Sunset.  No motorized vehicles including but not limited to ATV’s or snowmobiles are allowed on the lake.

ELMIRA– The Chemung County Historical Society and County Executive Tom Santulli announce the retirement of J. Arthur “Archie” Kieffer as Chemung County Historian. Mr. Kieffer has served in the role since 1991. During his tenure he published the book The Junction Canal, wrote numerous articles for the Chemung History Journal and regularly made presentations about Chemung County history to groups and organizations across the area.

ELMIRA – Chemung County Executive Tom Santulli announces the appointment of two new directors to head County Departments.  Stephanie Fiorini has been selected to head the Probation Department following the retirement of Sandra Mentuck and Pam Brown will replace the retiring Sam David as Director of the Department of Aging and Long Term Care.
BIG FLATS - The Chemung County Youth Bureau has released their youth programs grant application to the County’s nonprofit organizations that provide cultural enrichment, education and/or recreational programming for young people that live in Chemung County. The maximum amount awarded is $1,500.

ELMIRA – With the recent heavy snowfall, Chemung County fire officials are asking residents and business owners for their assistance in clearing snow from around fire hydrants. During snow plowing and snow removal activities, fire hydrants often become buried under the snow which makes it difficult for firefighters to quickly locate hydrants and makes them inaccessible.

Elmira- The Chemung County STOP-DWI Program will be participating in its second STOP-DWI Crackdown effort Friday, December 21, 2012.  The focus of the increased patrols is to detect impaired drivers on Chemung County roadways.

SYRACUSE: Thomas G. Kump, PE, Director of Environmental Health Services at the Chemung County Health Department, was elected to a 2-year term as chairman of The New York State Conference of Environmental Health Directors on Wednesday, December 19, 2012 during NYS CEHD's fall Business Meeting-an integral part of its Fall Conference that took place in Syracuse this week. Mr. Kump has previously served as the NYS CEHD's Vice Chair for the past 2 years and brings 26 years of environmental health experience to the Conference.

ELMIRA – For the eighth summer, Freshman and sophomores in college are once again being offered a training opportunity in the Student Certified Nurse Aide Employment Program (SCNAEP).  The program provides students a salary while training through GST-BOCES leading to certification as a nurse aide and guaranteed summer employment at one of three local health facilities that offer up to full time employment for those enrolled in the program.

ELMIRA – At a press conference today, Chemung County Executive Tom Santulli and area law enforcement officials announced Chemung County is participating in the 2012 Holiday Crackdown program, a nationwide impaired-driving program to stop impaired driving and to save lives through sobriety checkpoints and increased patrols. All law enforcement agencies in the County will be participating in this program.

ELMIRA – Rebecca S. Woodruff, age 35 and Daryl A. Green, age 33 both of Lormore Street in Elmira, NY were arrested 11/30/12 and charged with 100 counts of Offering a False Instrument for Filing (Class E Felony) and 1 Count of Welfare Fraud 3rd Degree (Class D Felony).

Elmira — On December 13th C TRAN will hold an opening reception for the public art exhibition “Moving Portraits.” The event takes place from 3-4 pm at the Chemung County Transportation Center and is open to the public. 

Funded in part from a QuickARTS grant from the ARTS of the Southern Finger Lakes, “Moving Portraits” is the work of two Elmira College seniors, under the direction of photography instructor Jan Kather. The students used their photographic medium to create portraits of people who ride C TRAN.

ELMIRA- The Chemung County Buildings and Grounds Department announces that pavilion reservations for the 2013 Summer Season at Harris Hill and Park Station will be taken starting Wednesday, January 2nd from 7:00 a.m. – 3:30 p.m. (closed 12-12:30). 

Reservations will be taken by TELEPHONE ONLY on January 2nd and January 3rd, after which walk-ins are welcomed.  The Chemung County Buildings and Grounds Department is open Monday – Friday 7:00 a.m. – 3:30 p.m. (closed 12-12:30 p.m.).

ELMIRA – The Chemung County Building and Grounds Department announced today seasons passes are now available for purchase for the 2013 season.  The passes can be purchased at any time during the year but are available now for individuals who may want to purchase them as Christmas gifts.

ELMIRA –  “National Influenza Vaccination Week is December 2, 2012 - December 8, 2012 and provides an opportunity for us to tell people how important it is for people to get an annual flu shot,”  said Linda Swarthout, Public Health Educator at the Chemung County Health Department.  “Getting vaccinated is the single best way for people to protect not only themselves against flu, but their loved ones as well.”

Elmira -  The following changes will begin Monday, December 3rd:

  • In the city of Elmira, C TRAN will pull into the new East Water Street park & ride and discontinue pulling into the parking lot across from Family Services. Riders should wait on the center island for bus pick up @ 6:20 am.

  • In the Village of Van Etten, the C TRAN bus will no longer travel on Front Street. The C TRAN bus will now travel on Gee Street (County Route 34) and Main Street. The Van Etten bus stop/timepoint will be near the Dandy Mini Mart @ 8:05 am and 3:45 pm.

Elmira, NY – As financial exploitation targeting older adults continues to become more prevalent in the United States, Chemung County Department of Aging and Long Term Care and Chemung County Department of Social Services Adult Protective Services joined a nationwide campaign to encourage older adults and their families to address the issue and to get informed about the warning signs and resources available to help prevent abuse.  Research shows that as many as 5 million older adults are victims of elder abuse each year and financial exploitation costs seniors an estimated $3 billion annually.

ELMIRA- The Chemung County Community Empowerment initiative has completed its third Action Plan update.  Chemung County Community Empowerment brings residents together to identify and pursue activities that promote successful aging and improve quality of life for all ages.

Elmira, NY: The YWCA of Elmira & the Twin Tiers, in association with area school districts and community partners including the Chemung County Youth Bureau, will hold the 6th Annual YWCA Youth Summit, Tuesday, November 20, 2012 at the YWCA, 211 Lake Street, Elmira, New York from 9:00 – 1:30 PM.

Elmira — During Elmira’s holiday parade on Friday, November 23rd, C TRAN buses will have access to drop off and pick up at the Chemung County Transportation Center. Some buses may have to vary routes due to street closings, so passengers are asked to be patient as buses may be running late.

Elmira- — Beginning Friday, November 23rd, C TRAN will increase bus service for extended holiday hours at the Arnot Mall.

Elmira – Chemung County Executive Tom Santulli unveiled his proposed 2013 Budget today which will hold the line on the County property tax rate for the eighth straight year.

HORSEHEADS – As the winter season approaches, Roger Burlew, President of the Chemung County Town Highway Superintendent’s Association, and Andy Avery, Commissioner of Public Works for Chemung County, have issued a winter driving advisory for all Chemung County residents. When the forecast calls for winter weather, they ask residents to be mindful of potentially hazardous road conditions. 

Big Flats- The Elmira Corning Regional Airport (ELM) is open today with limited flights operating.   USAirways has cancelled all flights until noon on Wednesday.  Currently, Delta Airlines is operating their normal schedule of flights out of ELM.

Passengers are encouraged to contact their airlines with any flight concerns or to verify their flights are on schedule: USAirways 1-800-428-4322 and Delta 1-800-325-1999.

Big Flats - The Elmira Corning Regional Airport announces that Delta Airlines has cancelled some flights for later this afternoon and evening.  All passengers should contact Delta customer service at 1-880-325-1999 to check on the status of their flight.

All USAirways flights to and from ELM have been cancelled until noon on Wednesday.

ELMIRA – The National Weather Service in Binghamton is predicting a chance of heavy rain next week due to Hurricane Sandy with the possibility of urban flooding as a result of the rain. Urban flooding occurs when areas of poor drainage receive excessive rainfall, or when storm sewers are clogged with debris preventing rain water to properly drain from streets and yards.

ELMIRA -The Elmira-Chemung Transportation Council today honored Jay Schissel, its long-time Director, with an award for his work on transportation safety and transportation improvement projects in Chemung County. Schissell was presented with the Ted Bennett Award at Tuesday’s meeting of the Council members.

ELMIRA - The Chemung County Health Department is seeking your assistance in locating a dog that recently bit someone.

The dog is a black and white male pit-bull with pointy (cropped) ears. The dog was chained to a tree in the field between Rexall Electric and the Dandy Mini Mart on Church Street near Judson St. in Elmira on Monday, October 15, around 9:45 in the morning.

The Southern Tier Tobacco Awareness Community Partnership (STTAC) is pleased to announce two new staff members who will run their organization.

Horseheads- The Chemung County Building and Grounds Department announced today that the boat and vehicle storage at the Fairgrounds is full for this winter. No additional applications will be accepted.

Elmira- The low-income Home Energy Assistance Program (HEAP) will begin on November 19, 2012. HEAP is a federally funded energy program that assists eligible households in meeting their heat-related energy costs. HEAP issues heating benefits to supplement a household’s annual energy cost and also offers an emergency benefit for households in a heat related energy emergency. The maximum regular benefit an eligible household can receive is $650 for homes that heat with oil, kerosene or propane and $450 for all others. A family of four can have a household income of up to $49,332 annually and still qualify for a HEAP benefit.

ELMIRA – In just under three years, Chemung County residents have collectively saved more than $750,000 while using the ProAct Prescription Discount Card Program. The discount card was introduced to the county to ensure that local residents with little or no prescription coverage can obtain their medications at an affordable price. Since the program was implemented, local pharmacies in the county have filled more than 21,000 prescriptions at an average savings of 53% per prescription.

ELMIRA – Hope A. Thiel, age 31, of 255 Partridge Street, Elmira, NY was convicted of committing the crime of Welfare Fraud 3rd Degree and sentenced on August 27, 2012 by the Honorable James Hayden. Thiel fraudulently received $17,921.44 in public assistance benefits she was not entitled to receive from 2007 through 2010. 

ELMIRA – The Chemung County Health Department will be offering a free seasonal flu shot clinic on Wednesday, October 10th from 11am to 1pm.  The clinic will be held at the Health Department located at 103 Washington Street in Elmira. The clinic is open to the general public. There are slots available for the first 400 who register.   Special emphasis is placed on individuals who are economically disadvantaged, physically impaired, aging and those with medical needs but all adults 19 years of age and older are eligible to register.

ELMIRA -  C TRAN and Chemung County transportation representatives are participating in a seven-county study conducted by the Regional Transportation Planning Coalition to find out how people get to work, school, medical appointments, and social activities and to share ideas about improving access to transportation services in the region.  The Town Hall Meetings will be held on Thursday, October 11, 2012 in Tompkins County and will be broadcast to five additional sites in the region, providing convenient access for residents of each county in the study area.

Big Flats -The Chemung County Department of Public Works announces that the CR17– Sing Sing Road bridge over Sing Sing Creek in the Town of Big Flats is now open to traffic. 

ELMIRA – Chemung County Executive Tom Santulli has proclaimed October as Breast Cancer Awareness Month in Chemung County. Along with the Cancer Services Program of Chemung & Schuyler Counties, Santulli is encouraging all women to talk to their health care providers about breast cancer screening and their personal risk for the disease.

ALBANY, NY (09/27/2012)- Ann B. Crook, AAE, Director of Aviation at the Elmira Corning Regional Airport, was elected president of The New York Aviation Management Association on Thursday, September 20, during NYAMA's annual Business Meeting-an integral part of its Fall Conference and Exhibit Show that took place in Niagara Falls last week. Ms. Crook has previously served as NYAMA's Vice President, and brings 22 years of aviation management experience to the Association.

BIG FLATS– The Chemung County Department of Public Works will hold a public informational meeting on Tuesday, September 25, 2012 to discuss the proposed widening and improvements of CR64.  The meeting will begin at 6pm and will be held at the Arnot Mall Community Room, 3300 Chambers Road South, Horseheads, New York 14845. A brief, formal presentation will take place at 7pm.

ELMIRA – The Chemung County Health Department reports that two local tobacco vendors sold tobacco to a minor during routine compliance checks.  New York State law prohibits the sale of tobacco to anyone less than 18 years old.  It further requires tobacco vendors to require photographic proof of age for any individual attempting to purchase tobacco that appears to be less than 25 years old.  Listed below is a summary of the most recent violations:

ELMIRA - The community is invited to attend the 30th Annual Chemung County Human Relations breakfast to be held Friday, October 12, 2012 at the Elmira Country Club 1538 W. ELMIRA – Chemung County Executive Tom Santulli and Emergency Management Director Michael Smith are encouraging county residents to sign up for NY-Alert, a program which sends text messages, emails and even phone calls to advise New Yorkers of serious hazards that can threaten safety and property.  Unexpected disasters, such as this summer’s tornado can occur at any moment and destroy communities and devastate families.

ELMIRA - The Chemung County Department for Aging and Long Term Care has only 34 NYS Senior Farmer's Market Nutrition Program coupons available for eligible seniors.  The $20 coupon booklet can be used at any New York State farmer's market. 

The Department has distributed over 650 coupon booklets to eligible seniors so far this year. The booklets must be distributed by September 30th but can be used at any New York State farmer's market through November 15th. 

ELMIRA – The federal Centers for Disease Control and New York State Health Department have announced that effective October 1, 2012 the Chemung County Health Department will no longer be allowed to provide free immunizations to children who are covered by private health insurance that pays for vaccinations.  This is due to a change in federal policy that vaccines purchased with state or federal funds cannot be used for free vaccinations for any fully-insured individuals. 

Baldwin – The Chemung County Department of Public Works announces that the CR 1, Breesport-North Chemung Road box culvert replacement project has been delayed two weeks. The project has been rescheduled to begin on September 10, 2012 at which time the road will be closed to all traffic for a period of three weeks. The culvert is located at the intersection of CR1 and Little Road.
Veteran -The Chemung County Department of Public Works announces that the CR6 - Middle Road bridge over Catherine Creek in the Town of Veteran is now open to traffic.  Final pavement marking will be completed in the near future.
BIG FLATS – The Chemung County Building and Grounds Department announced today the pool at Harris Hill will be closed Monday, August 27th through Thursday, August 30th.  The pool will reopen Friday, August 31st and remain open through Monday, September 3rd.  The hours will remain the same Friday 12:00 – 7:00 pm, Saturday and Sunday 11:00 – 7:00 pm, and Monday 12:00 to 7:00pm.
ELMIRA- With the start-up of classes at Corning Community College on Monday, August 27th, C TRAN will restart the express service runs to Corning. The Elmira Corning Route # 20 has express runs that will leave the Chemung County Transportation Center at 7:30 am arriving at the campus at 8:10 am and leaving the Transportation Center at 1:30 pm departing the CCC campus at 2:35 pm.
Elmira - The Chemung County Buildings and Grounds Department announce that they will begin taking the County Fairgrounds Boat/Vehicle Storage applications on Wednesday, September 5th. 
ELMIRA - The Chemung County Department for Aging and Long Term Care has 60 NYS Senior Farmer's Market Nutrition Program coupons still available for distribution to eligible seniors.  The $20 coupon booklet can be used at any New York State farmer's markets. 
Baldwin – The Chemung County Department of Public Works announces that CR 1 - Breesport-North Chemung Road in the Town of Baldwin will be closed to all traffic beginning Monday, August 27, 2012 for a box culvert replacement project.  The culvert is located at the intersection of CR1 and Little Road.
ELMIRA – The “Health Counts in Chemung County” initiative is conducting a community health survey from now until the end of September to assess the health status and healthcare needs of Chemung County residents.  The survey will identify strengths as well as gaps in services and the information obtained will be used to plan and implement health and human services to meet the critical healthcare needs of our community.

Elmira— On May 14th, C TRAN, formerly Chemung County Transit, piloted five additional runs for Route #7 Shopper Shuttle. The pilot has been extended to run thru December 28th.

The Free Shopper Shuttle provides a 30-minute shuttle loop from the Arnot Mall Door #4 to The Shops at Chambers, Consumer Square, Big Flats Commons, Southern Tier Crossing, and back to the Arnot Mall. The extended pilot service continues five additional trips Monday-Friday, with the last run departing the Arnot Mall at 9:30 pm and returning at 9:55 pm.

Elmira- On Saturday, August 18, 2012 C TRAN will provide a continuous free shuttle service between the Chemung County Transportation Center and the Chemung County Fairgrounds.

 

Hours of operation are the same as the Strong Kids Safe Kids event, 10 am to 3 pm. Riders should wait on the Post Office side near the clock tower, and pick ups/drop offs will be on Fairview Avenue outside Gate #3.

ELMIRA – The Chemung County Health Department announced today they have exhausted their supply of Tdap, the vaccine for whooping cough, for adults 19 years of age and older.  The County does still have Tdap vaccine for children 18 years of age and under.  The Tdap vaccine is required in New York State for children entering 6th grade.

ELMIRA – The Chemung County Health Department announced today they will once again be offering appointments for school immunizations in addition to their regularly scheduled clinics. The Health Department offers free immunization clinics:

   • 1st Tuesday of every month from 1pm – 3:30pm
   • 3rd Tuesday of every month from 1pm – 3:30pm
   • 4th Tuesday of every month from 5:30pm – 8pm

Elmira- Chemung County Executive Tom Santulli and  Office of Fire and Emergency Management Director Michael Smith would like to once again remind county residents that the statewide ban on all open burning in effect in New York has been extended. The original ban is in effect from March 15 to May 15 every year. The new provision in NYS law extends the ban until October 10, 2012 this year.

Residents may not burn brush and debris created by last week's tornado.  All tree and brush debris should be placed along the roadside for pick-up by DPW crews.

ELMIRA - The Chemung County Department of Aging and Long Term Care has a limited number of Farmer's Market Coupon  Booklets still available for eligible seniors.   Booklets are limited to one per household, one per season and are available on a first-come, first-serve basis while supplies last at the following locations:

- Thursday's at Wisner Park from 10am to 2pm

- Friday's at the Eastside Farmer's Market from 3pm to 6pm

Seniors may also pick up coupons at the Department of Aging and Long Term Care, 425 Pennsylvania Avenue in Elmira, between 9am and 3pm, Monday through Friday.

Elmira- Once again this year, Elmira youth ages 12-15 will be cleaning up Brand Park as part of a Community Service Project. Approximately 45 Elmira youth enrolled in the Chemung County Youth Bureau’s summer parks program, ‘The Spot’ will take part in the Fourth Annual Spot – Summer Community Service Day on Thursday, August 2nd.  Trees in Brand Park sustained significant damage due to last week’s tornado.

The State of Emergency in the City of Elmira will be lifted effective 6pm this evening.

ELMIRA – New York State Electric and Gas (NYSEG) will be closing the dry ice and bottled water distribution site at the New Beginnings Methodist Church effective 8pm this evening.  The Ernie Davis Middle School distribution site will remain open tomorrow from 8am to 8pm.

ELMIRA – New York State Electric and Gas (NYSEG) will continue to distribute dry ice and bottled water today to residents without power due to the storm. 

ELMIRA – The Chemung County Department of Public Works would like to advise drivers that Rt. 1 – Jerusalem Hill Road from Monkey Run to Draught Hill remains closed. In addition, crews are still working on Hillcrest and Mt. Zoar Roads to clear debris and power lines.  Proceed with caution through these areas.

Also, be reminded in the City of Elmira many traffic signals are still not operational. Stop at all traffic signals that are not working or are flashing.  Stop and then proceed with caution through the intersection.

The City of Elmira Public Works Department has picked up all the garbage they have the ability to pick up on today’s regularly scheduled routes.  They will not be able to pick up any recycles. Please put all recyclables out with your trash next week.

ELMIRA – The state of emergency in the City of Elmira is still in effect but has been modified.  There will be no curfew this evening but residents are still asked to avoid unnecessary travel in the affected areas.  Driving is limited to business travel only. The City of Elmira will continue to employ enhanced law enforcement throughout the evening.

 

ELMIRA- The Chemung County Health Department would like residents to know the proper procedures for food safety when the power goes out.

Food Safety

If the power goes out, it is important to open the refrigerator and freezer as little as possible.

Eat the most perishable items first, such as leftovers, meat, poultry and foods containing milk, cream, sour cream, or soft cheese.

Despite your best efforts, the food in your freezer may partially or completely thaw before power is restored.

Generally, food in the refrigerator will remain cold for four to six hours if the door isn't opened.

ELMIRA – Chemung County Emergency Management Director Michael Smith is asking residents who have sustained downed trees and/or damage to their homes and out buildings to take photographs of the damage before beginning clean-up, if possible. In addition, contact your homeowner’s insurance company and report the damage.

After the insurance company agrees clean-up can begin, please place debris on your side of the curb.  Municipalities will be picking up storm debris in the future.  Please do not place debris between the curb and sidewalk as these right-of-ways need to remain clear for the utility companies.

Code Enforcement officials will be going through neighborhoods to do a preliminary assessment of damage today.  They will not stop or be entering homes.  At this time they are getting raw numbers to compile a list of damage.  Code enforcement will be doing a more thorough inspection at a later date.

Finally, the Emergency Management Office would like to remind residents to be a good neighbor.  Check on your neighbors, particularly the elderly.

The Red Cross shelter at Elmira Free Academy remains open for individuals whose homes have experienced significant damage or for those without power who need oxygen.

ELMIRA – City of Elmira Fire Chief Patrick Bermingham is asking residents to stay away from the area surrounding Jay Street and E. 3rd Street in Elmira so that emergency crews can safely clean up the debris and downed power lines.  Specifically, travel is restricted from Madison Avenue to the west, E. Church Street to the south and 5th Street and Judson to the north. Travel through this area is still very dangerous.

In addition, Chemung County Emergency Management  Director Michael Smith wants to emphasis that residents not place storm debris between the curb and the sidewalk.  Please remove this debris to the area on the other side of the sidewalk closest to your home.  Utility companies need to have access to poles and lines to restore services.

Finally, a flashing or black traffic light should be treated as a stop sign.  It is not a yield if no one is coming. All traffic should come to a complete stop and then proceed through the intersection safely.

ELMIRAThe Chemung County Emergency Management Office is reporting a tornado came through the City of Elmira today at approximately 4pm causing significant damage.  At this time emergency crews are still assessing the damages and removing downed trees and power lines from the roadways and structures.  There are still roads which are impassable throughout the City. Residents are reminded to never go near down trees or power lines.

Elmira - Chemung County Executive Tom Santulli has issued a travel advisory for all of Chemung County. At this time Sheriff Christopher Moss and Emergency Management Director Michael Smith are assessing the damage of the storm throughout the County. The City of Elmira experienced significant damage with many trees and power lines are down. Numerous car accidents have also been reported.

ERIN – The Chemung County Building and Grounds Department announced today that boil water advisory imposed on the drinking water at Park Station on Tuesday has been lifted by the County Health Department.

ERIN – The Chemung County Building and Grounds Department announced today that due to a power outage at Park Station the park is now under a boil water advisory.  The park will remain fully open for camping and recreation at the waterfront.  The showers and restrooms are also open.

ELMIRA – At a press conference today, Chemung County Executive Tom Santulli announced that, as promised, the County will soon be out of the Arena business.  Santulli, alongside local businessman Tom Freeman, announced that Freeman has reached an agreement with Key Bank to allow the bank to sign the rights to the mortgage on the First Arena to Freeman, making him the sole owner/operator.

ELMIRA- The Chemung County Health Department announced today that it will offer free pertussis (whooping cough) vaccinations to persons aged 19 and older who have not had a booster shot since childhood vaccinations. 

The Health Department has a supply of 190 doses of adult vaccine that it will offer free to the public until the supply has been exhausted. 

ELMIRA- The Chemung County Department of Aging and Long Term Care is partnering with the Alzheimer's Association and will be holding a Huge Rummage Sale to benefit the Alzheimer's Association.  Donations for the sale are being accepted at the Department of Aging, 425 Pennsylvania Avenue, Room 122, in Elmira.

ELMIRA- The Chemung County Health Department is seeking your assistance in locating a cat that recently bit someone.  The cat is medium sized with black fur.  The cat is young, slightly smaller than a full grown adult.  It was last seen on College Ave. near Kingsbury Ave. in Elmira on the morning of Tuesday, July 17, 2012.

Veteran – The Chemung County Department of Public Works announces that the Lesky Road Bridge over Bulkey Creek in the Town of Veteran will be closed to all traffic beginning Monday, July 23 for a bridge replacement project.

WASHINGTON – More than 25,000 unemployed Veterans between the ages of 35 and 60 have already applied for new benefits to cover education costs for up to one year through a joint Department of Veterans Affairs and Department of Labor (DOL) program that focuses on retraining up to 99,000 Veterans for high-demand jobs.

Veterans can obtain the photo ID card at the Chemung County Clerk’s office beginning July 5th.  The application and additional information can be found on each of the County’s websites.

Ashland – The Chemung County Department of Public Works and its contractor, Chemung Contracting, will be overlaying CR8, known as the Lowman Crossover, on Monday, June 25, 2012.  To ensure the safety of the workers and provide the best possible final product, CR8 will be closed from 6:30am until 5:30pm on Monday. 

ELMIRA – The Chemung County Aids Task Force is encouraging all County residents to get tested for HIV on June 27th - National HIV Testing Day.  HIV (human immunodeficiency virus) is the virus that causes AIDS.  National HIV Testing Day is an annual campaign sponsored by the National Association of People with AIDS to encourage at-risk individuals to take advantage of voluntary HIV counseling and testing.

C TRAN has teamed up with the Chemung County Historical Society to provide free bus tours during Saturday’s Juneteenth Celebration. The 25-minute narrated tour will highlight the history of the Underground Railroad in Elmira, detailing John W. Jones’ involvement.

Tours will originate every half hour at Ernie Davis Park from 11-3 on Saturday, June 16th. Those wishing to ride should visit the C TRAN table at the Juneteenth to sign up for the tour and receive a free souvenir ticket. Also at the booth, staff from the Chemung County Historical Society will have engaging hands-on-history activities for children and will host a “community conversation” on a historical topic.

ELMIRA- The Chemung County Human Relations Commission, which operates via a contract with the YWCA Elmira & the Twin Tiers, has selected Gail Walker to coordinate education, advocacy, and public outreach activities that will foster the recognition and elimination of discrimination in our local communities.

Elmira – Chemung County Executive Tom Santulli and Legislature Chair Donna Draxler held a joint press conference today to encourage residents of Chemung County to join them in demanding mandate relief from our State officials. The Chemung County Legislature passed a resolution declaring May 29, 2012 to be “Mayday for Mandate Relief Day” in Chemung County.  With less than four weeks left in the NYS legislative session, counties across the state have passed similar resolutions and many held Mayday events to urge the state’s Mandate Relief Council to present Governor Cuomo and the Legislature with meaningful mandate relief proposals.

ELMIRA- The Chemung County Health Department is seeking your assistance in locating a dog that recently bit someone. 

The dog is a pit bull or crossbreed. At the time of the incident, the dog had a heavy chain and padlock around its neck with a black dog-bone shaped tag attached to the lock.

HORSEHEADS– The Chemung Valley Rural Health Network (CVRHN) and the Chemung County Dept. of Aging and Long Term Care are offering workshops to help participants develop skills to better manage their chronic diseases. Workshops utilize the Stanford Chronic Disease Self-Management Program which provides participants with best practices to control symptoms of chronic diseases such as high blood pressure, diabetes, heart disease, and arthritis.

ELMIRA – Chemung County Executive Tom Santulli announced today that the County has entered into a Memorandum of Understanding (MOU) with Elmira Downtown Arena (EDA) and Southern Tier Economic Development (STED) to allow EDA to continue operating the First Arena for the 2012-2013 Elmira Jackals hockey season.  This interim agreement was signed by all parties on May 17, 2012 and will continue until the day after the Jackals final game next season.

ELMIRA – Chemung County Executive Tom Santulli is requesting the County Legislature to enter into an agreement with Perry & Carroll, Inc. to provide consulting services for the review of the County’s medical, prescription drug, dental, and vision health services program. 

The Chemung County Hazard Mitigation Plan 2012 Update final draft has been completed. Interested persons have 30 days to review the plan and make comment. All comments will be reviewed for pertinence and included in the final version when appropriate.

ELMIRA – Chemung County Executive Tom Santulli and the Elmira-Chemung Transportation Council (ECTC) support the New York Partnership for Teen Driving Safety (NYPTDS) and their statewide efforts to increase awareness and use of the New York State Governor’s Traffic Safety Committee’s (GTSC) web based “Younger Driver Traffic Safety Toolkit.” The Toolkit is a one stop shop for resources and educational materials on teen driving safety.

ELMIRA – Chemung County has provided residents with a prescription drug discount card program since November 2009. The Chemung County Legislature endorsed the ProAct administered program in an effort to provide financial relief at the pharmacy counter for residents who are uninsured and underinsured. Since the program was implemented, residents who have utilized the discount card have collectively saved more than $900,000 while filling more than 24,000 prescriptions at an average savings of 54% on each medication filled.

Elmira- May is National Foster Care Month, a time to call attention to the needs of the 382,400 American children and youth in foster care and the foster parents, volunteers, mentors, child welfare professionals, and policymakers who play a vital role in keeping foster care temporary. Both the Adoptive Assistance and Child Welfare Act of 1980 and the Adoption and Safe Families Act of 1997 emphasized the need for child welfare agencies and courts to work together to use foster care as a short term service in achieving the desired outcomes of child safety, permanency, and well-being and of family preservation. In Chemung County we have approximately 93 children living in foster care. 
ELMIRA- Chemung County District Attorney Weeden A. Wetmore announced today the County’s plan to recover over $600,000 in outstanding fines, court fees, and mandatory surcharges owed by County Court defendants.

Horseheads – The 2013 Chemung County Senior Games begin Wednesday, May 8th with a 70 and over Softball Tournament including a team from Albany.  The tournament begins at 9:30am at the Town of Horseheads Sports Complex off Wygant Road.  The 55+ Softball Tournaments will be held Thursday of this week with eight teams competing from Elmira, Binghamton, Ithaca, and the Cortland areas.

ELMIRA - Congressman Tom Reed today announced the creation of a local Medicaid Task Force to advise ways to save tax dollars and root out waste, fraud and abuse within the Medicaid system. Reed asked Chemung County Executive Tom Santulli to serve as Chairman of the Task Force.

Big Flats- The Chemung County Department of Aging and Long Term Care honored three area seniors today with the Senior Citizen of the Year Award and the Mildred Parfitt Award at the annual Older American’s Month Celebration held at the Big Flats Community Center. Chemung County Executive Tom Santulli began the celebration with the reading of a proclamation designating May as Older Americans Month in Chemung County. 

ELMIRA – Chemung County Executive Tom Santulli has joined the New York State Association of Counties (NYSAC) and counties across the state in proclaiming April as “Donate Life Month” in Chemung County.  Santulli and NYSAC hope to raise awareness and increase organ donor registration rates in Chemung County and across the State.

BIG FLATS- Each year the Chemung County Youth Bureau and Board recognize the good work of individuals and agencies in delivering quality youth services in Chemung County.

ELMIRA – Chemung County Executive Tom Santulli joins Governor Cuomo in asking Congress to reject two proposals included in the federal budget which would have severe consequences for the taxpayers of New York.  In commending the Governor for highlighting this important issue, Santulli issued the following statement.

CHEMUNG  COUNTY– Throughout the month of April, THE CHEMUNG  COUNTY DEPARTMENT OF SOCIAL SERVICES  (DSS) AND MULTIDISCIPLINARY TEAM (MDT) / CHILD ADVOCACY CENTER  (CAC) are joining National Children’s Alliance and its thousands of members and supporters across the country to bring much needed attention to the issues of child abuse intervention and prevention. Chemung County Executive Tom Santulli has proclaimed April as Child Abuse Prevention Month in Chemung County and is calling on our community to speak up for these victims and act on their behalf to prevent further tragedy.

ELMIRA – The Chemung County Fire and Emergency Management Office (EMO) recently launched a Facebook page to keep residents informed of emergency information, weather bulletins, and county related events.  To date, 170 residents have already liked the page and are using it to get, as well as share, information.

Elmira- Chemung County Executive Tom Santulli and Office of Fire and Emergency Management Director Michael Smith would like to remind county residents of the annual statewide ban on all open burning which is in effect in New York during the high fire-risk period of March 16th through May 14th.

ELMIRA – With the endorsement of the Chemung County Historical Society’s Board of Directors, Chemung County Executive Tom Santulli announces the appointment of Kelsey Jones as the Chemung County Historian. Jones is replacing J, Arthur “Archie” Kieffer who recently retired after serving for more than 20 years.  The Chemung County Legislature confirmed Jones’ appointment at their March 11th meeting following a tribute to Kieffer.

Elmira Heights- The Chemung County Fire Advisory Board will hold a graduation ceremony for 22 graduates of the Spring and Fall 2012 Classes of the Firefighter 1 training program today, Friday, March 1, 2013 at the Dr. Nathan Cohen School auditorium beginning at 6:00 pm. The training program was offered by the New York State Division of Homeland Security and Emergency Services through the Office of Fire Prevention and Control. The graduates of this program represent fifteen local volunteer fire companies and will now become probationary firefighters in those departments.

ELMIRA – Chemung County Executive Tom Santulli announced today, the County has been awarded a $6 million grant from the New York State Division of Homeland Security and Emergency Services, Office of Interoperable and Emergency Communications.  The grant will be used to develop the infrastructure necessary to upgrade the county-wide fire radio system.

ELMIRA – Chemung County Executive Tom Santulli announces the appointment of P. Mark Klinger as the new Director of the Chemung County Department of Veteran’s Affairs. Klinger is replacing Robert Bly who retired December 31, 2012 after 12 years of service. 

ELMIRA - Chemung County Executive Thomas J. Santulli announced today that Chemung County police agencies will participate in a special enforcement effort to crackdown on impaired driving.

The statewide STOP-DWI Crackdown efforts start on February 1st and will end on February 4th. Super Bowl Weekend is historically a deadly period for impaired driving. New York State Police, County Sheriff and municipal law enforcement agencies across the state will be out in force to reduce the number of alcohol related injuries and deaths.

ELMIRA– The Chemung County Historical Society and County Executive Tom Santulli announce the retirement of J. Arthur “Archie” Kieffer as Chemung County Historian. Mr. Kieffer has served in the role since 1991. During his tenure he published the book The Junction Canal, wrote numerous articles for the Chemung History Journal and regularly made presentations about Chemung County history to groups and organizations across the area.

ELMIRA – Chemung County Executive Tom Santulli announces the appointment of two new directors to head County Departments.  Stephanie Fiorini has been selected to head the Probation Department following the retirement of Sandra Mentuck and Pam Brown will replace the retiring Sam David as Director of the Department of Aging and Long Term Care.

Elmira- The Chemung County STOP-DWI Program will be participating in its second STOP-DWI Crackdown effort Friday, December 21, 2012.  The focus of the increased patrols is to detect impaired drivers on Chemung County roadways.

ELMIRA – At a press conference today, Chemung County Executive Tom Santulli and area law enforcement officials announced Chemung County is participating in the 2012 Holiday Crackdown program, a nationwide impaired-driving program to stop impaired driving and to save lives through sobriety checkpoints and increased patrols. All law enforcement agencies in the County will be participating in this program.

Elmira – Chemung County Executive Tom Santulli unveiled his proposed 2013 Budget today which will hold the line on the County property tax rate for the eighth straight year.

ELMIRA -The Elmira-Chemung Transportation Council today honored Jay Schissel, its long-time Director, with an award for his work on transportation safety and transportation improvement projects in Chemung County. Schissell was presented with the Ted Bennett Award at Tuesday’s meeting of the Council members.

ELMIRA – In just under three years, Chemung County residents have collectively saved more than $750,000 while using the ProAct Prescription Discount Card Program. The discount card was introduced to the county to ensure that local residents with little or no prescription coverage can obtain their medications at an affordable price. Since the program was implemented, local pharmacies in the county have filled more than 21,000 prescriptions at an average savings of 53% per prescription.

ELMIRA – Chemung County Executive Tom Santulli has proclaimed October as Breast Cancer Awareness Month in Chemung County. Along with the Cancer Services Program of Chemung & Schuyler Counties, Santulli is encouraging all women to talk to their health care providers about breast cancer screening and their personal risk for the disease.

ELMIRA – Chemung County Executive Tom Santulli and Emergency Management Director Michael Smith are encouraging county residents to sign up for NY-Alert, a program which sends text messages, emails and even phone calls to advise New Yorkers of serious hazards that can threaten safety and property.  Unexpected disasters, such as this summer’s tornado can occur at any moment and destroy communities and devastate families.

Elmira- Chemung County Executive Tom Santulli and  Office of Fire and Emergency Management Director Michael Smith would like to once again remind county residents that the statewide ban on all open burning in effect in New York has been extended. The original ban is in effect from March 15 to May 15 every year. The new provision in NYS law extends the ban until October 10, 2012 this year.

Residents may not burn brush and debris created by last week's tornado.  All tree and brush debris should be placed along the roadside for pick-up by DPW crews.

ELMIRA – Chemung County Executive Tom Santulli and County Director of Fire and Emergency Services Michael Smith would like to caution residents who experienced storm damage to take precautions when hiring a tree service.

ELMIRANew York State Electric and Gas (NYSEG) has closed the dry ice and bottled water distribution site at the Ernie Davis Middle School.

 

The distribution site at the NYSEG offices located at 1 Electric Drive in Horseheads will remain open until 8pm this evening. 

 

The State of Emergency in the City of Elmira will be lifted effective 6pm this evening.

ELMIRA – New York State Electric and Gas (NYSEG) will be closing the dry ice and bottled water distribution site at the New Beginnings Methodist Church effective 8pm this evening.  The Ernie Davis Middle School distribution site will remain open tomorrow from 8am to 8pm.

ELMIRA – New York State Electric and Gas (NYSEG) will continue to distribute dry ice and bottled water today to residents without power due to the storm. 

ELMIRA – The state of emergency in the City of Elmira is still in effect but has been modified.  There will be no curfew this evening but residents are still asked to avoid unnecessary travel in the affected areas.  Driving is limited to business travel only. The City of Elmira will continue to employ enhanced law enforcement throughout the evening.

 

ELMIRA – City of Elmira Fire Chief Patrick Bermingham is asking residents to stay away from the area surrounding Jay Street and E. 3rd Street in Elmira so that emergency crews can safely clean up the debris and downed power lines.  Specifically, travel is restricted from Madison Avenue to the west, E. Church Street to the south and 5th Street and Judson to the north. Travel through this area is still very dangerous.

In addition, Chemung County Emergency Management  Director Michael Smith wants to emphasis that residents not place storm debris between the curb and the sidewalk.  Please remove this debris to the area on the other side of the sidewalk closest to your home.  Utility companies need to have access to poles and lines to restore services.

Finally, a flashing or black traffic light should be treated as a stop sign.  It is not a yield if no one is coming. All traffic should come to a complete stop and then proceed through the intersection safely.

ELMIRA – Chemung County Emergency Management Director Michael Smith is asking residents who have sustained downed trees and/or damage to their homes and out buildings to take photographs of the damage before beginning clean-up, if possible. In addition, contact your homeowner’s insurance company and report the damage.

After the insurance company agrees clean-up can begin, please place debris on your side of the curb.  Municipalities will be picking up storm debris in the future.  Please do not place debris between the curb and sidewalk as these right-of-ways need to remain clear for the utility companies.

Code Enforcement officials will be going through neighborhoods to do a preliminary assessment of damage today.  They will not stop or be entering homes.  At this time they are getting raw numbers to compile a list of damage.  Code enforcement will be doing a more thorough inspection at a later date.

Finally, the Emergency Management Office would like to remind residents to be a good neighbor.  Check on your neighbors, particularly the elderly.

The Red Cross shelter at Elmira Free Academy remains open for individuals whose homes have experienced significant damage or for those without power who need oxygen.

ELMIRA – The Chemung County Department of Public Works would like to advise drivers that Rt. 1 – Jerusalem Hill Road from Monkey Run to Draught Hill remains closed. In addition, crews are still working on Hillcrest and Mt. Zoar Roads to clear debris and power lines.  Proceed with caution through these areas.

Also, be reminded in the City of Elmira many traffic signals are still not operational. Stop at all traffic signals that are not working or are flashing.  Stop and then proceed with caution through the intersection.

The City of Elmira Public Works Department has picked up all the garbage they have the ability to pick up on today’s regularly scheduled routes.  They will not be able to pick up any recycles. Please put all recyclables out with your trash next week.

ELMIRAThe Chemung County Emergency Management Office is reporting a tornado came through the City of Elmira today at approximately 4pm causing significant damage.  At this time emergency crews are still assessing the damages and removing downed trees and power lines from the roadways and structures.  There are still roads which are impassable throughout the City. Residents are reminded to never go near down trees or power lines.

Elmira - Chemung County Executive Tom Santulli has issued a travel advisory for all of Chemung County. At this time Sheriff Christopher Moss and Emergency Management Director Michael Smith are assessing the damage of the storm throughout the County. The City of Elmira experienced significant damage with many trees and power lines are down. Numerous car accidents have also been reported.

ELMIRA – At a press conference today, Chemung County Executive Tom Santulli announced that, as promised, the County will soon be out of the Arena business.  Santulli, alongside local businessman Tom Freeman, announced that Freeman has reached an agreement with Key Bank to allow the bank to sign the rights to the mortgage on the First Arena to Freeman, making him the sole owner/operator.

ELMIRA – The Chemung County Clerk’s Office, in collaboration with the Schuyler County Clerk’s Office and the County’s Veterans’ Services Departments is reaching out to businesses and merchants to encourage participation in a new discount program designed to recognize and thank military Veterans for their service and sacrifices to our country. 

The “Return the Favor” Discount Program – (Find and Assist Veterans of Record) offers honorably discharged Veterans discounts at local businesses upon presentation of proof of service in the form of a FAVOR identification card. The identification card, issued by the County Clerk’s office at no fee to the Veteran, contains valid service information. Elmira, NY – As financial exploitation targeting older adults continues to become more prevalent in the United States, Chemung County Department of Aging and Long Term Care and Chemung County Department of Social Services Adult Protective Services joined a nationwide campaign to encourage older adults and their families to address the issue and to get informed about the warning signs and resources available to help prevent abuse.  Research shows that as many as 5 million older adults are victims of elder abuse each year and financial exploitation costs seniors an estimated $3 billion annually.

ELMIRA- The Chemung County Community Empowerment initiative has completed its third Action Plan update.  Chemung County Community Empowerment brings residents together to identify and pursue activities that promote successful aging and improve quality of life for all ages.

ELMIRA - The Chemung County Department for Aging and Long Term Care has only 34 NYS Senior Farmer's Market Nutrition Program coupons available for eligible seniors.  The $20 coupon booklet can be used at any New York State farmer's market. 

The Department has distributed over 650 coupon booklets to eligible seniors so far this year. The booklets must be distributed by September 30th but can be used at any New York State farmer's market through November 15th. 

ELMIRA - The Chemung County Department for Aging and Long Term Care has 60 NYS Senior Farmer's Market Nutrition Program coupons still available for distribution to eligible seniors.  The $20 coupon booklet can be used at any New York State farmer's markets. 

ELMIRA - The Chemung County Department of Aging and Long Term Care has a limited number of Farmer's Market Coupon  Booklets still available for eligible seniors.   Booklets are limited to one per household, one per season and are available on a first-come, first-serve basis while supplies last at the following locations:

ELMIRA- The Chemung County Department of Aging and Long Term Care is partnering with the Alzheimer's Association and will be holding a Huge Rummage Sale to benefit the Alzheimer's Association.  Donations for the sale are being accepted at the Department of Aging, 425 Pennsylvania Avenue, Room 122, in Elmira.

ELMIRA - The Chemung County Department of Aging and Long Term Care will be distributing NYS Senior Farmer's Market Coupons this week at Wisner Park and the Eastside Farmer's Market.  Eligible seniors will receive a $20 coupon booklet that can be used at approved Farmer's Market Vendors in New York State.

ELMIRA - The Chemung County Department of Aging and Long Term Care will once again be participating in the NYS Senior Farmer's Market Nutrition Program.  Eligible seniors will receive a $20 coupon booklet. The coupons can only be used at approved Farmer's Market Vendors in New York State. They may not be used in grocery stores, road side stands or small markets. Vendors must have a blue SFMNP poster being displayed.   Booklets are limited to one per household, one per season. 

ELMIRA – Chemung County Executive Tom Santulli presented Mary Beechey of Big Flats with a proclamation declaring Thursday, May 31, 2012 as “Mary Beechey Day in Chemung County” at a reception honoring Beechey for being selected as the 2012 NYS Senior Citizen of the Year. 

HORSEHEADS– The Chemung Valley Rural Health Network (CVRHN) and the Chemung County Dept. of Aging and Long Term Care are offering workshops to help participants develop skills to better manage their chronic diseases. Workshops utilize the Stanford Chronic Disease Self-Management Program which provides participants with best practices to control symptoms of chronic diseases such as high blood pressure, diabetes, heart disease, and arthritis.

Ashland - The Chemung County Department of Public Works (DPW), and its consultant Barton & LoGuidice, will be completing a detailed inspection of the Lowman Crossover bridge (CR08) on Monday, May 13.  The bridge will be closed to all traffic around 7am to accommodate the presence of an “Under Bridge Inspection Unit” (UBIU) truck, and should reopen to traffic by 5pm the same afternoon.

BIG FLATS – The Chemung County Department of Public Works Department announced today, the CR64 Widening Project is slated to begin on or about Monday, April 29th.  Work will begin with a construction survey, and will be followed by the start of work-zone setup around Wednesday, May 1.  Depending on weather and other factors, project completion is anticipated on or around October 29, 2013; the contractor has indicated a desire to be complete even sooner.

ELMIRA - The Chemung County Department of Public Works regrets to announce that the CR1 (Jerusalem Hill Road) Bridge over Goldsmith Creek will be posted for 19 tons.  During a recent NYSDOT inspection, a “Red Flag” was issued for deterioration in the supporting concrete and steel arches, requiring that vehicles weighing more than 19 tons be prohibited until the bridge super-structure can be replaced in the future.
HORSEHEADS - The Chemung County Department of Public Works is pleased to announce its work program for the 2013 construction season. 

HORSEHEADS – As the winter season approaches, Roger Burlew, President of the Chemung County Town Highway Superintendent’s Association, and Andy Avery, Commissioner of Public Works for Chemung County, have issued a winter driving advisory for all Chemung County residents. When the forecast calls for winter weather, they ask residents to be mindful of potentially hazardous road conditions. 

Big Flats -The Chemung County Department of Public Works announces that the CR17– Sing Sing Road bridge over Sing Sing Creek in the Town of Big Flats is now open to traffic. 

BIG FLATS– The Chemung County Department of Public Works will hold a public informational meeting on Tuesday, September 25, 2012 to discuss the proposed widening and improvements of CR64.  The meeting will begin at 6pm and will be held at the Arnot Mall Community Room, 3300 Chambers Road South, Horseheads, New York 14845. A brief, formal presentation will take place at 7pm.

Baldwin – The Chemung County Department of Public Works announces that the CR 1, Breesport-North Chemung Road box culvert replacement project has been delayed two weeks. The project has been rescheduled to begin on September 10, 2012 at which time the road will be closed to all traffic for a period of three weeks. The culvert is located at the intersection of CR1 and Little Road.
Veteran -The Chemung County Department of Public Works announces that the CR6 - Middle Road bridge over Catherine Creek in the Town of Veteran is now open to traffic.  Final pavement marking will be completed in the near future.
Baldwin – The Chemung County Department of Public Works announces that CR 1 - Breesport-North Chemung Road in the Town of Baldwin will be closed to all traffic beginning Monday, August 27, 2012 for a box culvert replacement project.  The culvert is located at the intersection of CR1 and Little Road.

ELMIRANew York State Electric and Gas (NYSEG) has closed the dry ice and bottled water distribution site at the Ernie Davis Middle School.

 

The distribution site at the NYSEG offices located at 1 Electric Drive in Horseheads will remain open until 8pm this evening. 

 

The State of Emergency in the City of Elmira will be lifted effective 6pm this evening.

ELMIRA – New York State Electric and Gas (NYSEG) will be closing the dry ice and bottled water distribution site at the New Beginnings Methodist Church effective 8pm this evening.  The Ernie Davis Middle School distribution site will remain open tomorrow from 8am to 8pm.

ELMIRA – City of Elmira Fire Chief Patrick Bermingham is asking residents to stay away from the area surrounding Jay Street and E. 3rd Street in Elmira so that emergency crews can safely clean up the debris and downed power lines.  Specifically, travel is restricted from Madison Avenue to the west, E. Church Street to the south and 5th Street and Judson to the north. Travel through this area is still very dangerous.

In addition, Chemung County Emergency Management  Director Michael Smith wants to emphasis that residents not place storm debris between the curb and the sidewalk.  Please remove this debris to the area on the other side of the sidewalk closest to your home.  Utility companies need to have access to poles and lines to restore services.

Finally, a flashing or black traffic light should be treated as a stop sign.  It is not a yield if no one is coming. All traffic should come to a complete stop and then proceed through the intersection safely.

ELMIRA – The Chemung County Department of Public Works would like to advise drivers that Rt. 1 – Jerusalem Hill Road from Monkey Run to Draught Hill remains closed. In addition, crews are still working on Hillcrest and Mt. Zoar Roads to clear debris and power lines.  Proceed with caution through these areas.

Also, be reminded in the City of Elmira many traffic signals are still not operational. Stop at all traffic signals that are not working or are flashing.  Stop and then proceed with caution through the intersection.

The City of Elmira Public Works Department has picked up all the garbage they have the ability to pick up on today’s regularly scheduled routes.  They will not be able to pick up any recycles. Please put all recyclables out with your trash next week.

ELMIRA – The state of emergency in the City of Elmira is still in effect but has been modified.  There will be no curfew this evening but residents are still asked to avoid unnecessary travel in the affected areas.  Driving is limited to business travel only. The City of Elmira will continue to employ enhanced law enforcement throughout the evening.

 

CHEMUNG COUNTY -The Chemung County Department of Public Works announces that the oiling and stoning projects have been delayed two days. the scheduel is now as follows:

4.       CR35 (Chambers Road – SR414 to Town Hall) - July 30

Veteran – The Chemung County Department of Public Works announces that the Lesky Road Bridge over Bulkey Creek in the Town of Veteran will be closed to all traffic beginning Monday, July 23 for a bridge replacement project. 

The work is expected to last 4 weeks.  Motorists are advised to use Jackson Creek Road and Mallory Hill Road as local alternatives.

Ashland – The Chemung County Department of Public Works and its contractor, Chemung Contracting, will be overlaying CR8, known as the Lowman Crossover, on Monday, June 25, 2012.  To ensure the safety of the workers and provide the best possible final product, CR8 will be closed from 6:30am until 5:30pm on Monday.

ELMIRA - The Chemung County Child Fatality Review Team (CFRT) is responsible for examining the fatality of any child less than 18 years old who is the subject of a report to the Statewide Central Register of Child Abuse and Maltreatment; who has an open child protective, foster care, or preventive services case with the Department of Social Services; or whose death is unexpected or unexplained.

ELMIRA – Chemung County has provided residents with a prescription drug discount card program since November 2009. The Chemung County Legislature endorsed the ProAct administered program in an effort to provide financial relief at the pharmacy counter for residents who are uninsured and underinsured. Since the program was implemented, residents who have utilized the discount card have collectively saved more than $900,000 while filling more than 24,000 prescriptions at an average savings of 54% on each medication filled.

Elmira- May is National Foster Care Month, a time to call attention to the needs of the 382,400 American children and youth in foster care and the foster parents, volunteers, mentors, child welfare professionals, and policymakers who play a vital role in keeping foster care temporary. Both the Adoptive Assistance and Child Welfare Act of 1980 and the Adoption and Safe Families Act of 1997 emphasized the need for child welfare agencies and courts to work together to use foster care as a short term service in achieving the desired outcomes of child safety, permanency, and well-being and of family preservation. In Chemung County we have approximately 93 children living in foster care. 

ELMIRA - Congressman Tom Reed today announced the creation of a local Medicaid Task Force to advise ways to save tax dollars and root out waste, fraud and abuse within the Medicaid system. Reed asked Chemung County Executive Tom Santulli to serve as Chairman of the Task Force.

ELMIRA - The Eighth Annual Walk a Mile in My Shoes suicide prevention walk and fundraiser will take place this year on Saturday, May 4th at Eldridge Park beginning at 11:00 AM.  On-the spot registration opens at 9 am and this year the Walk will feature a performance by the Ithaca-based youth music group “Vitamin L” at 10:30 am.

CHEMUNG  COUNTY– Throughout the month of April, THE CHEMUNG  COUNTY DEPARTMENT OF SOCIAL SERVICES  (DSS) AND MULTIDISCIPLINARY TEAM (MDT) / CHILD ADVOCACY CENTER  (CAC) are joining National Children’s Alliance and its thousands of members and supporters across the country to bring much needed attention to the issues of child abuse intervention and prevention. Chemung County Executive Tom Santulli has proclaimed April as Child Abuse Prevention Month in Chemung County and is calling on our community to speak up for these victims and act on their behalf to prevent further tragedy.

ELMIRA –     The Chemung County Department of Mental Hygiene is pleased to announce their collaborative partnership with Vitamin L and the Elmira Heights and Horseheads School Districts to perform three concerts of uplifting, positive songs for elementary students.  The group will perform at Cohen Elementary School on Friday April 12th and on April 29th and May 1st in Horseheads. 

ELMIRA – Rebecca S. Woodruff, age 35 and Daryl A. Green, age 33 both of Lormore Street in Elmira, NY were arrested 11/30/12 and charged with 100 counts of Offering a False Instrument for Filing (Class E Felony) and 1 Count of Welfare Fraud 3rd Degree (Class D Felony).

Elmira- The low-income Home Energy Assistance Program (HEAP) will begin on November 19, 2012. HEAP is a federally funded energy program that assists eligible households in meeting their heat-related energy costs. HEAP issues heating benefits to supplement a household’s annual energy cost and also offers an emergency benefit for households in a heat related energy emergency. The maximum regular benefit an eligible household can receive is $650 for homes that heat with oil, kerosene or propane and $450 for all others. A family of four can have a household income of up to $49,332 annually and still qualify for a HEAP benefit.

ELMIRA – Hope A. Thiel, age 31, of 255 Partridge Street, Elmira, NY was convicted of committing the crime of Welfare Fraud 3rd Degree and sentenced on August 27, 2012 by the Honorable James Hayden. Thiel fraudulently received $17,921.44 in public assistance benefits she was not entitled to receive from 2007 through 2010.

Southport - The Chemung County Health Department is seeking your assistance in locating a dog that recently bit someone. 

The dog is a cream colored, medium sized bull-dog or similar. The dog was being walked on a leash on the walking path of Chapel Park in Southport on Thursday, April 25 at approximately 2:30 in the afternoon when the incident occurred.  The person who was walking the dog is described as a 40 to 50 year old, white man who might not have known that someone was bitten.

ELMIRA – Chemung County Executive Tom Santulli has joined the New York State Association of Counties (NYSAC) and counties across the state in proclaiming April as “Donate Life Month” in Chemung County.  Santulli and NYSAC hope to raise awareness and increase organ donor registration rates in Chemung County and across the State.

ELMIRA – The Chemung County Health Department announces a new schedule for their STD/HIV Clinics.  Beginning today, Tuesday, March 26, 2013 clinic hours will be:

Tuesdays:  9:00 AM to 12 noon and 1:00 PM to 3:30 PM
Fridays:     9:00 AM to 11:30 AM.

The Clinic will no longer be open on Mondays.

ELMIRA – Twin Tiers residents looking to improve their health and perhaps drop a few pounds are turning to a program that’s proving what most of us already know about getting healthy, but have a hard time admitting: if we eat well and move more, good things will happen.

“Step It Up” is a walking program developed in partnership by the Chemung County Health Department, Arnot Health, other community partners. Participants register at the beginning of a six-week program, logging their blood pressure, blood glucose, weight, BMI, body fat and details of their current eating habits. They are mailed weekly nutritional newsletters and check in during the six-week period. Most of the work is self motivated with guidance from program advisors.

ELMIRA – The Chemung County Medical Reserve Corps (CCMRC) announces they have been awarded $11,000 in two grants from the National Association of County and City Health Officials (NACCHO); a $4,000 non-competitive award and $7,000 Competitive Capacity Building Award. The competitive award will be used to develop a plan for hospital surge for Arnot Ogden Medical Center and St. Joseph’s Hospital as well as the development of a regional VOAD - Volunteer Organizations Active in Disaster. The VOAD development is a regional project led by the Institute for Human Services and 2-1-1.

SYRACUSE: Thomas G. Kump, PE, Director of Environmental Health Services at the Chemung County Health Department, was elected to a 2-year term as chairman of The New York State Conference of Environmental Health Directors on Wednesday, December 19, 2012 during NYS CEHD's fall Business Meeting-an integral part of its Fall Conference that took place in Syracuse this week. Mr. Kump has previously served as the NYS CEHD's Vice Chair for the past 2 years and brings 26 years of environmental health experience to the Conference.

ELMIRA – For the eighth summer, Freshman and sophomores in college are once again being offered a training opportunity in the Student Certified Nurse Aide Employment Program (SCNAEP).  The program provides students a salary while training through GST-BOCES leading to certification as a nurse aide and guaranteed summer employment at one of three local health facilities that offer up to full time employment for those enrolled in the program.

ELMIRA –  “National Influenza Vaccination Week is December 2, 2012 - December 8, 2012 and provides an opportunity for us to tell people how important it is for people to get an annual flu shot,”  said Linda Swarthout, Public Health Educator at the Chemung County Health Department.  “Getting vaccinated is the single best way for people to protect not only themselves against flu, but their loved ones as well.”

ELMIRA - The Chemung County Health Department is seeking your assistance in locating a dog that recently bit someone.

The dog is a black and white male pit-bull with pointy (cropped) ears. The dog was chained to a tree in the field between Rexall Electric and the Dandy Mini Mart on Church Street near Judson St. in Elmira on Monday, October 15, around 9:45 in the morning.

ELMIRA – The Chemung County Health Department will be offering a free seasonal flu shot clinic on Wednesday, October 10th from 11am to 1pm.  The clinic will be held at the Health Department located at 103 Washington Street in Elmira. The clinic is open to the general public. There are slots available for the first 400 who register.   Special emphasis is placed on individuals who are economically disadvantaged, physically impaired, aging and those with medical needs but all adults 19 years of age and older are eligible to register.

ELMIRA – Chemung County Executive Tom Santulli has proclaimed October as Breast Cancer Awareness Month in Chemung County. Along with the Cancer Services Program of Chemung & Schuyler Counties, Santulli is encouraging all women to talk to their health care providers about breast cancer screening and their personal risk for the disease.

ELMIRA – The federal Centers for Disease Control and New York State Health Department have announced that effective October 1, 2012 the Chemung County Health Department will no longer be allowed to provide free immunizations to children who are covered by private health insurance that pays for vaccinations.  This is due to a change in federal policy that vaccines purchased with state or federal funds cannot be used for free vaccinations for any fully-insured individuals. 

ELMIRA – The “Health Counts in Chemung County” initiative is conducting a community health survey from now until the end of September to assess the health status and healthcare needs of Chemung County residents.  The survey will identify strengths as well as gaps in services and the information obtained will be used to plan and implement health and human services to meet the critical healthcare needs of our community.

ELMIRA – The Chemung County Health Department announced today they have exhausted their supply of Tdap, the vaccine for whooping cough, for adults 19 years of age and older.  The County does still have Tdap vaccine for children 18 years of age and under.  The Tdap vaccine is required in New York State for children entering 6th grade.

ELMIRA – The Chemung County Health Department announced today they will once again be offering appointments for school immunizations in addition to their regularly scheduled clinics. The Health Department offers free immunization clinics:

Food Safety

If the power goes out, it is important to open the refrigerator and freezer as little as possible.

Eat the most perishable items first, such as leftovers, meat, poultry and foods containing milk, cream, sour cream, or soft cheese.

Despite your best efforts, the food in your freezer may partially or completely thaw before power is restored.

Generally, food in the refrigerator will remain cold for four to six hours if the door isn't opened.

ELMIRA- The Chemung County Health Department announced today that it will offer free pertussis (whooping cough) vaccinations to persons aged 19 and older who have not had a booster shot since childhood vaccinations. 

The Health Department has a supply of 190 doses of adult vaccine that it will offer free to the public until the supply has been exhausted. 

ELMIRA- The Chemung County Health Department is seeking your assistance in locating a cat that recently bit someone.  The cat is medium sized with black fur.  The cat is young, slightly smaller than a full grown adult.  It was last seen on College Ave. near Kingsbury Ave. in Elmira on the morning of Tuesday, July 17, 2012.

If you have seen this animal, please call 735-8600 for Elmira Animal Control as soon as possible.  If the animal is healthy, rabies treatment for the victim can be avoided.

ELMIRA – The Chemung County Aids Task Force is encouraging all County residents to get tested for HIV on June 27th - National HIV Testing Day.  HIV (human immunodeficiency virus) is the virus that causes AIDS.  National HIV Testing Day is an annual campaign sponsored by the National Association of People with AIDS to encourage at-risk individuals to take advantage of voluntary HIV counseling and testing.

ELMIRA- The Chemung County Health Department is seeking your assistance in locating a dog that recently bit someone. 

The dog is a pit bull or crossbreed. At the time of the incident, the dog had a heavy chain and padlock around its neck with a black dog-bone shaped tag attached to the lock.

ELMIRA- Chemung County District Attorney Weeden A. Wetmore announced today the County’s plan to recover over $600,000 in outstanding fines, court fees, and mandatory surcharges owed by County Court defendants.

ELMIRA – With the endorsement of the Chemung County Historical Society’s Board of Directors, Chemung County Executive Tom Santulli announces the appointment of Kelsey Jones as the Chemung County Historian. Jones is replacing J, Arthur “Archie” Kieffer who recently retired after serving for more than 20 years.  The Chemung County Legislature confirmed Jones’ appointment at their March 11th meeting following a tribute to Kieffer.

ELMIRA -The Elmira-Chemung Transportation Council today honored Jay Schissel, its long-time Director, with an award for his work on transportation safety and transportation improvement projects in Chemung County. Schissell was presented with the Ted Bennett Award at Tuesday’s meeting of the Council members.

Elmira – Chemung County Executive Tom Santulli and Legislature Chair Donna Draxler held a joint press conference today to encourage residents of Chemung County to join them in demanding mandate relief from our State officials. The Chemung County Legislature passed a resolution declaring May 29, 2012 to be “Mayday for Mandate Relief Day” in Chemung County.  With less than four weeks left in the NYS legislative session, counties across the state have passed similar resolutions and many held Mayday events to urge the state’s Mandate Relief Council to present Governor Cuomo and the Legislature with meaningful mandate relief proposals.

ELMIRA – Chemung County Executive Tom Santulli is requesting the County Legislature to enter into an agreement with Perry & Carroll, Inc. to provide consulting services for the review of the County’s medical, prescription drug, dental, and vision health services program. 
Parks and Recreation

ELMIRA- The Chemung County Buildings and Grounds Department announces that seasonal lifeguards are needed at Park Station Recreation Center and at the Harris Hill Pool.  Lifeguards must have their certifications (including waterfront for Park Station) prior to the date of employment.  Park Station Waterfront is open from Memorial Day thru Labor Day.  Harris Hill Pool is open June 15th thru Labor Day.

ERIN- The Chemung County Buildings and Grounds Department announces that Park Station’s Waterfront, Snack Bar, and Control Booth will be officially open weekends only starting Saturday, May 25th (including Monday, May 27th ).   The Control Booth will be open from 10:00am – 5:00pm. The Waterfront and Snack Bar will be open from 12:00pm. – 6:00pm.

ELMIRA - The Chemung County Buildings and Grounds Department announces that camping reservations for Park Station will be taken starting Monday, April 1st from 7:00am – 3:30pm (closed between 12-12:30). 

ERIN- The Chemung County Buildings and Grounds Department announces that Ice Fishing and Ice Skating at Park Station will be open beginning Saturday, January 26th.  The hours of operation are Sunday – Saturday, 7:30am – Sunset.  No motorized vehicles including but not limited to ATV’s or snowmobiles are allowed on the lake.

ELMIRA- The Chemung County Buildings and Grounds Department announces that pavilion reservations for the 2013 Summer Season at Harris Hill and Park Station will be taken starting Wednesday, January 2nd from 7:00 a.m. – 3:30 p.m. (closed 12-12:30).

ELMIRA – The Chemung County Building and Grounds Department announced today seasons passes are now available for purchase for the 2013 season.  The passes can be purchased at any time during the year but are available now for individuals who may want to purchase them as Christmas gifts.

Horseheads- The Chemung County Building and Grounds Department announced today that the boat and vehicle storage at the Fairgrounds is full for this winter. No additional applications will be accepted.
BIG FLATS – The Chemung County Building and Grounds Department announced today the pool at Harris Hill will be closed Monday, August 27th through Thursday, August 30th.  The pool will reopen Friday, August 31st and remain open through Monday, September 3rd.  The hours will remain the same Friday 12:00 – 7:00 pm, Saturday and Sunday 11:00 – 7:00 pm, and Monday 12:00 to 7:00pm.
Elmira - The Chemung County Buildings and Grounds Department announce that they will begin taking the County Fairgrounds Boat/Vehicle Storage applications on Wednesday, September 5th. 

ERIN – The Chemung County Building and Grounds Department announced today that boil water advisory imposed on the drinking water at Park Station on Tuesday has been lifted by the County Health Department.

ERIN – The Chemung County Building and Grounds Department announced today that due to a power outage at Park Station the park is now under a boil water advisory.  The park will remain fully open for camping and recreation at the waterfront.  The showers and restrooms are also open.

BIG FLATS - The Chemung County Buildings and Grounds Department announces that Harris Hill Pool will open daily starting Saturday, June 16th thru Labor Day.

Pool hours:
Monday – Friday, 12:00pm. – 7:00pm.
Saturday – Sunday, 11:00am. – 7:00pm.

Transportation Council

ELMIRA – Chemung County Executive Tom Santulli and the Elmira-Chemung Transportation Council (ECTC) support the New York Partnership for Teen Driving Safety (NYPTDS) and their statewide efforts to increase awareness and use of the New York State Governor’s Traffic Safety Committee’s (GTSC) web based “Younger Driver Traffic Safety Toolkit.” The Toolkit is a one stop shop for resources and educational materials on teen driving safety.

ELMIRA - The Elmira Chemung Transportation Council (ECTC) presents for public comment its draft five-year (2013-2018) Transportation Improvement Program (TIP) of projects.  The draft TIP is the five-year Program of potential new transportation (highway, transit, aviation, bicycle, pedestrian) projects in Chemung County considered for Federal transportation funding. 

ELMIRA – Twin Tiers residents looking to improve their health and perhaps drop a few pounds are turning to a program that’s proving what most of us already know about getting healthy, but have a hard time admitting: if we eat well and move more, good things will happen.

“Step It Up” is a walking program developed in partnership by the Chemung County Health Department, Arnot Health, other community partners. Participants register at the beginning of a six-week program, logging their blood pressure, blood glucose, weight, BMI, body fat and details of their current eating habits. They are mailed weekly nutritional newsletters and check in during the six-week period. Most of the work is self motivated with guidance from program advisors.

Elmira— First Transit will celebrate Passenger Appreciation Night at First Arena in Elmira on Friday by offering riders free tickets to the Jackals game. Riders from C TRAN, CEATS (Corning Erwin Area Transit System), and Steuben County Transit System may obtain ticket vouchers from bus operators. The vouchers are good for tickets to the game against Reading that begins at 7:05 pm.

ELMIRA - The Elmira-Chemung Transportation Council (ECTC) is soliciting applications from public transportation providers and human service agencies in Chemung County for two transportation service funding opportunities. There is approximately $ 76,000 available for projects that assist low income people to get to work using public transportation, and approximately $ 45,000 for projects that assist persons with disabilities to get transportation that is not currently available to them.

Elmira — On December 13th C TRAN will hold an opening reception for the public art exhibition “Moving Portraits.” The event takes place from 3-4 pm at the Chemung County Transportation Center and is open to the public. 

Funded in part from a QuickARTS grant from the ARTS of the Southern Finger Lakes, “Moving Portraits” is the work of two Elmira College seniors, under the direction of photography instructor Jan Kather. The students used their photographic medium to create portraits of people who ride C TRAN.

Elmira -  The following changes will begin Monday, December 3rd:

  • In the city of Elmira, C TRAN will pull into the new East Water Street park & ride and discontinue pulling into the parking lot across from Family Services. Riders should wait on the center island for bus pick up @ 6:20 am.

  • In the Village of Van Etten, the C TRAN bus will no longer travel on Front Street. The C TRAN bus will now travel on Gee Street (County Route 34) and Main Street. The Van Etten bus stop/timepoint will be near the Dandy Mini Mart @ 8:05 am and 3:45 pm.

Elmira- — Beginning Friday, November 23rd, C TRAN will increase bus service for extended holiday hours at the Arnot Mall.

Elmira — During Elmira’s holiday parade on Friday, November 23rd, C TRAN buses will have access to drop off and pick up at the Chemung County Transportation Center. Some buses may have to vary routes due to street closings, so passengers are asked to be patient as buses may be running late.
ELMIRA -The Elmira-Chemung Transportation Council today honored Jay Schissel, its long-time Director, with an award for his work on transportation safety and transportation improvement projects in Chemung County. Schissell was presented with the Ted Bennett Award at Tuesday’s meeting of the Council members.
ELMIRA -  C TRAN and Chemung County transportation representatives are participating in a seven-county study conducted by the Regional Transportation Planning Coalition to find out how people get to work, school, medical appointments, and social activities and to share ideas about improving access to transportation services in the region.  The Town Hall Meetings will be held on Thursday, October 11, 2012 in Tompkins County and will be broadcast to five additional sites in the region, providing convenient access for residents of each county in the study area.
ELMIRA- With the start-up of classes at Corning Community College on Monday, August 27th, C TRAN will restart the express service runs to Corning. The Elmira Corning Route # 20 has express runs that will leave the Chemung County Transportation Center at 7:30 am arriving at the campus at 8:10 am and leaving the Transportation Center at 1:30 pm departing the CCC campus at 2:35 pm.

Elmira— C TRAN, formerly Chemung County Transit, will host an exhibition of historical photographs at the Chemung County Transportation Center along the Elmira Promenade. The photos are part of the Chemung County Historical Society’s “Memories of the ’72 Flood” exhibition. In both exhibitions, the photographs are paired with personal accounts gathered by museum staff.

ELMIRA- The C TRAN branding effort has won a second place finish for Riger Marketing & Communications of Binghamton, NY.  At the 22nd annual Genesis Awards Competition, the Communications Association of the Southern Tier (CAST) recognized Riger for Overall Organization/Brand Identity. 

C TRAN has teamed up with the Chemung County Historical Society to provide free bus tours during Saturday’s Juneteenth Celebration. The 25-minute narrated tour will highlight the history of the Underground Railroad in Elmira, detailing John W. Jones’ involvement.

Tours will originate every half hour at Ernie Davis Park from 11-3 on Saturday, June 16th. Those wishing to ride should visit the C TRAN table at the Juneteenth to sign up for the tour and receive a free souvenir ticket. Also at the booth, staff from the Chemung County Historical Society will have engaging hands-on-history activities for children and will host a “community conversation” on a historical topic.

Youth Bureau

Big Flats - The Chemung County Youth Bureau will be offering the Summer Cohesion Program this summer beginning July 1st and ending August 8th.

2013 marks Summer Cohesion’s 39th year providing safe, well-supervised, recreational, educational and cultural enrichment activities to Chemung County youth ages 4-12 years old.

On-line and In-Person sign-ups begin June 3rd. Parents are encouraged to visit summercohesion.com for all program and sign-up information.

ELMIRA – The Harlem Wizards will be returning to the area this Friday, February 1st at 7pm at the Chemung County Family Fitness Center, 425 Pennsylvania Avenue, Elmira. The Wizards, who combine amazing basketball talent with hilarious comedy, will be challenging the Weiss Construction Wrecking Crew in a fundraiser to benefit the Fitness Center as well as the Southern Tier Smoke travel softball team who have qualified for the World Championship which will be held in Disneyworld this July.

BIG FLATS - The Chemung County Youth Bureau has released their youth programs grant application to the County’s nonprofit organizations that provide cultural enrichment, education and/or recreational programming for young people that live in Chemung County. The maximum amount awarded is $1,500.

Elmira, NY: The YWCA of Elmira & the Twin Tiers, in association with area school districts and community partners including the Chemung County Youth Bureau, will hold the 6th Annual YWCA Youth Summit, Tuesday, November 20, 2012 at the YWCA, 211 Lake Street, Elmira, New York from 9:00 – 1:30 PM.

Elmira- Once again this year, Elmira youth ages 12-15 will be cleaning up Brand Park as part of a Community Service Project. Approximately 45 Elmira youth enrolled in the Chemung County Youth Bureau’s summer parks program, ‘The Spot’ will take part in the Fourth Annual Spot – Summer Community Service Day on Thursday, August 2nd.  Trees in Brand Park sustained significant damage due to last week’s tornado.

ELMIRA-  The Chemung County Youth Bureau has a limited number of openings available for the Spot - Summer 'drop-in' program. The program is free of charge to any adolescent twelve to fifteen years of age who resides in the Elmira City School District.
